Someone had the theory the general boards in the game do not get used that
often because they are not easy enough to find (or in the case of the
tarknarb orcs too dangerous too use).
To make the use of said boards easier/more secure, whities now will find the
"general" board at basically all their innkeepers while the orcs of the
tarknarb tribe can write on their board under the watchful eyes of Takhr.
Most the of the news boards, which you access via the NEWS-command and on
which you could not write anyway, that were placed at the innkeepers have been
removed.
